Punjab, Haryana info panels among worst

he state information commissions of Punjab and Haryana are among the worst when it comes to denying information or penalizing the guilty public information officers for blocking information sought under the RTI Act. A performance analysis covering the period from April, 2009 to April, 2010, of information commissions done recently by the Delhi-based Public Cause Research Foundation reveals that information commissioners of Punjab and Haryana figure in the list of worst performers. Three information commissioners from Punjab state information commission figure in the list of commissioners, who imposed zero penalties against their PIOs. They are Jaspal Kaur, DS Kahlon and chief information commissioner RI Singh, who could have imposed penalties in 464 cases but failed to do so even in a single case, causing a loss of Rs 1.16 cr.
