Official in Manipur fined under RTI Act

Imphal West block development officer Leimapokpam Shyamacharan had to fork out Rs 15,000 to three job cardholders of Mahatma Gandhi National Rural Employment Guarantee Scheme for not providing information about the implementation of the scheme on time, thereby causing suffering to the applicants. Manipur’s chief information commissioner, R.K. Angousana Singh, ordered the official to pay the sum as compensation. The state information commissioner had ordered payment of the compensation to the three job cardholders in December last year but Shyamacharan did not oblige until R. K. Angousana Singh intervened. The applicants got the sum only on August 9. Macha Leima, a women’s group campaigning for the RTI, helped the applicants in seeking information and getting the fine.
