Right to Information: A tool for change

In the NDTV's series on people who have made Right to Information (RTI) their mission in life, NDTV profiles Dr Atul Fulzele from Dharamshala in Himachal Pradesh. Atul is an MBBS doctor and also a police officer. Dr Atul Fulzele, the runner up in the best public information officer category 2009 is an MBBS doctor who joined the Indian Police Service due to his interest in criminal investigation. As the Superintendent of Police (SP) of Kangra district in Himachal Pradesh, Fulzele responded to 193 RTI applications within 30 days despite many barriers. To this Dr Atul Fulzele, Best PIO Award 2009 Runners Up says "There was initial resistance from the investigating officers. They didn't give any information and said that we don't give information during Investigation. Then we took an initiative to break this kind of mentality."

All other PIOs/ CPIOs must learn the lesson from him. Then only we will be able to make true the main sprit of RTI Act'2005 i.e. “informed citizenry and transparency of information”.

In most of the cases, the PIO’s/ CPIOs tried to get the un-due benefits of Section 8 to assume the requisite information under it and save them self to disclosure it. Over and above of this, some of the departmental appellate authorities also support the views of the PIOs without observing the merit of the case, its facts and implication of the Act.

This type of mind sets of our Public Officers must needed to be changed in the Best interest of the Indian citizen.  
Sir, The action of Dr. Atul being a P O who broke this kind of mentality which is prevailing almost everywhere especially in Police is really commendable. It is an eye opener example for all the PIOs of all the departemets to follow the suit in general and especially to those who are bent upon to avoid information under the guise of section 8 of the Act. ---Thanks.
