Cochin airport asked to post SPIOs

Maintaining that the Cochin International Airport Limited (CIAL) is a ‘public authority' the State Information Commission (SIC) has asked it appoint State Public Information Officers (SPIO) within 15 days. The commission, on an appeal by six persons, including the RTI campaigner D.B. Binu, decided that CIAL is a `public authority' as defined under Section 2(h) of the Right to Information Act 2005, thus making all its records accessible to the public. Chief Information Commissioner Palat Mohandas rejected CIAL's contention that the company was not controlled by the government and nor was it substantially financed by the government, and ruled that it is a public authority and hence its records and information should be made available to the public if requested under the RTI Act.
