CIC asks BSF to disclose info of missing Kashmiri youth

The Border Security Force has been directed to disclose information under the Right to Information Act about a youth who went missing from Kashmir 20 years ago. The decision is first of its kind as paramilitary forces, including BSF, are kept outside the ambit of RTI Act except for disclosing information related to corruption and human rights violation."Nevertheless it is conceded by all parties that in the present case the request is an allegation of disappearance in custody of a civilian working in a government department in the state of Jammu and Kashmir, and therefore amounts to an allegation of human rights violation, which makes the BSF answerable," Chief Information Commissioner Wajahat Habibullah said in his order.
