Health dept fined for delaying info

The failure of Director Health and Family Welfare's Office (DHFWO) in delivering information sought by a resident has led to the State Information Commission imposing a fine of Rs 20,000 on five of its personnel. The information seeker will have to be paid compensation amounting to Rs 10,000. Kuldeep Kaura, a resident of Urban Estate, Focal Point, had sought information on February 29 from Public Information Officer of DHFWO regarding placement of medical officers with effect from January 1, 1996, in the scale of Rs 10,125-15,100. However, the department failed to provide him the desired information and he filed a compliant with the State Information Commission on
June 23, 2008. The department supplied 230 pages of information, but the complainant was not satisfied and wrote a letter in this regard. After that he again got the same information, which he said was vague. Finally, the Sate Information Commissioner Kulbir Singh allowed the complaint of Kuldeep and imposed a penalty of Rs 10,000 on PIO Dr Ashok Kumar Khullar and Rs 2,500 each on superintendent (grade II) Mohinder Singh, superintendent (grade I) Vinod Kumar, superintendent Satpal Dang and dealing assistant Manjit Singh.
