Give info to ADSJ about his seniority, court PIO told

A Division bench of the State Information Commission, comprising CIC R I Singh and SIC PPS Gill, today directed the PIO of the Punjab and Haryana High Court to provide information sought by an Additional District and Sessions Judge pertaining to determination of his seniority. In October 2007, J S Khushdil, Additional District and Sessions Judge, Bathinda, had asked the PIO to provide information under the RTI Act, about the decision taken by the sub-committee, comprising Justice J S Khehar, Justice K S Grewal and Justice Hemant Gupta, on July 5, 2007, on the representation submitted by him with regard to determination of his seniority. The PIO, however, dismissed the request of the appellant, and his appeal was also rejected on the grounds that the information sought does not relate to judicial functions of the court and falls under the exemption clause. The PIO and the first appellate authority relied on High Court of Punjab and Haryana (Right to Information) Rules, 2007.
