What do you think the reason for the government appointing their old trusted BIG BABOOS as the Chief Information Commissioners ? The Leader of the opposition is a party to it as he too hope to become a Ruler some time. Irrespective of the Rules and nuisances of the public, their loyalty will always remain with the Rulers and not to the public. That is the traditions of the old ICS handed down to the IAS. They will fabricate such stories often to make us believe that they are with us. I do not know as to whom are they fooling.
